Consultancy Terms of Reference: Strategic Analysis of Global Fund Board Documents for November 2024 Meeting

Background:

The Africa Constituency Bureau (ACB) was created to enhance the effectiveness of the African constituencies of ESA and WCA (East and Southern Africa-ESA, West and Central Africa-WCA) within the GF board and its committees – Strategy, Audit and Finance, Ethics and Governance. The GF to Fight AIDS, Tuberculosis and Malaria, commonly referred to as the Global Fund (GF), was established in 2002. It was conceived as a partnership between governments, civil society, the private sector, and affected people and has a primary mandate to mobilize and disburse resources for prevention and treatment of the three diseases. It plays a pivotal role in coordinating the African voice, providing technical support to board and committee members, and ensuring that the African constituencies are well- prepared and informed as they take decisions at the GF board.

Prior to each Board meeting, the Global Fund Secretariat prepares a series of documents and background papers for Board members. The board committees—Strategy, Audit and Finance, Ethics, and Governance—prosecute key issues for board deliberation and decision- making, with different constituencies providing input to the agenda items and deliberations. Board members from different constituencies derive their positions from the analysis of committee and constituency inputs.

The ACB needs to strengthen its preparation of analytical position papers in preparation for the 2024 Board meeting. The fall 2024 meeting is a critical juncture in preparation for GC8 replenishment. Among the important themes to be discussed are the eligibility to Global Fund support, allocation methodology, catalytic investments, and sustainability of investments. These issues have considerable impact on ESA and WCA countries. Strong analytical papers will equip committee and board members with the necessary tools for optimal representation of ESA and WCA, influence of GF policies and engagement with other constituencies.

 

Objective of this Consultancy:

  1. Develop analytical position papers that address all issues for deliberation in the upcoming GF board committee meetings and the fall GF board meeting
  2. Craft recommendations for informed positions and highlight negotiation opportunities with other constituencies so that ESA and WCA can take on issues for deliberation or decision-making.

Scope of Work:

  1. Undertake desk reviews of 2023 and 2024 and other appropriate board and committee meeting background documents, constituency position papers and minutes to improve in-depth understanding and evolution of the issues currently on the agenda for board consideration
  2. Undertake consultations with GF stakeholders, GF Secretariat, ESA and WCA countries, Technical partners and donors to develop an understanding of considerations by diVerent constituencies
  3. Map the positions and alignments of diVerent constituencies and highlight opportunities for negotiation for ESA and WCA Board members

 

Deliverables:

  1. Comprehensive summary report of background documents with key issues deliberated by the GF Board and its committees over the past 1 year
  2. An analytical report in English, French and Portugese:
    1. Of issues under committee and board deliberations outlining their implications for ESA and WCA
    2. Proposing practical and strategic recommendations for positions on issues under discussion and decision-making, and for strategic engagement of board members, ESA and WCA countries and the ACB with diVerent constituencies
  3. Interim and Final report accompanying the consultancy outputs
