Job Description

The Africa Constituency Bureau for the Global Fund

The Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM) has two constituencies representing Africa namely the Eastern and Southern African (ESA) and West and Central Africa (WCA) constituencies. The two constituencies initiated governance reforms in 2012 with a twofold intent: to ensure that constituency priorities are reflected in Global Fund strategy and operational plans; and to strengthen the presence, voice and contributions of the constituencies, through their delegations, in all Global Fund processes. The constituencies adopted a new governance framework that amongst other things introduce the concept of establishing a joint ESA and WCA Bureau to support the Board members, alternates, committee members and delegates representing countries from these two constituencies. The Constituencies comprise a total of 47 countries.

The ACB, headquartered in Addis Ababa, Ethiopia, ensures effective participation of Africa Constituencies in ESA and WCA in Global Fund Board processes. The Bureau supports more effective engagement, representation and participation of the Africa constituencies in Global Fund processes as well as enhancing the capacity of the Africa constituencies to shape Global Fund policies and processes.

REPORTING TO: Executive Director

ROLE SUMMARY:

Under the supervision of the Executive Director, the Strategic Information Advisor will support the design, planning, implementation of the ACB’s sound and robust knowledge management system to support policy analysis and inform policy decisions vis-à-vis HIV, TB and malaria with a particular focus on Africa. S/he takes lead in designing and maintaining an intranet system that captures the latest HIV, TB and malaria epidemiologic trends, lessons learned, best practices and gaps globally and on Africa in particular to inform decision making. S/he also takes lead in designing and implementation of a result management system that identifies the organization’s key results, collects relevant data and information on a routine basis and facilitates learning and reporting within the ACB and to various stakeholders, not in the least including ESA and WCA countries, donors, technical partners, CSOs, etc.

This is a full-time position based in the person’s home country.
 

Perform the following duties under the supervision of the Executive Director:

  • Lead development and maintenance of a knowledge management and information system that captures data, information, reviews and evaluations from leading global health players and think tanks;
  • Lead the development of organization’s result framework and performance monitoring plans and development of systems for data collection, collation, analysis and use.
  • Lead the ACB’s data/information and reviews/evaluations on HIV, TB and malaria to ensure the organization keeps abreast with the latest epidemiological trends and current thinking and policy on the three epidemics;
  • Support the development and updating of an intranet to house the knowledge management and information system;
  • Provide on-going technical advice and support to ACB staff, and ESA and WCA countries based on the latest evidence vis-à-vis the three epidemics to inform programming and policy decisions;
  • Initiate a synthesis of priorities strategic to Africa ending the HIV, TB and malaria epidemics in 2030 based on normative guidance from technical partners, the latest evidence and epidemic updates, program data, etc.
  • Works closely with various stakeholders to improve the quantity and quality of HIV, TB and malaria data to facilitate sharing multi-stakeholders in Africa.
  • Work collaboratively with other ACB staff, technical partners and other stakeholders to ensure smooth collection and generation of evidence, including its management, analysis, interpretation, utilization and application to support the ACB’s objectives.
  • Provide technical leadership in design, development, planning, implementation; and capacity building for staff in analysis, visualization, dissemination, and use of data from different sources.
  • Contributes to the development of ACB reports, publications, newsletter articles, press releases and other advocacy or information materials the development of resource mobilization for to support the Bureau’s strategic objectives. Perform other duties as assigned.
  • Contribute to producing organizational and project reports and other information with respect to the Bureau’s work

Terms of Appointment

This is an exciting full-time position with the successful candidate being contracted on a one-year basis renewable based on performance and availability of funding. Salary is competitive and commensurate with qualifications and experience. The benefits for this position are attractive and commensurate with international recruitment packages.

Job Requirement

QUALIFICATIONS:

Essential: An advanced university degree in relevant field including public health, epidemiology, demography, etc. 

Desirable: a relevant social sciences degree and relevant project management, monitoring and evaluation certifications.


EXPERIENCE:

Essential:

  • A minimum of 7 years of experience, 3 of which must be at international level, design, development and implementation of monitoring and evaluation (M&E) systems for malaria, HIV and TB prevention, treatment, care and support programs in Africa.
  • Experience in working with international technical agencies focused on HIV, TB and malaria control and elimination.
  • An understanding of the global health arena and direct exposure to health environments both at national and international levels.
  • Designing and maintaining performance management systems that routinely collects relevant data and information to inform programme design, implementation, analysis and policy decisions vis-à-vis HIV, TB and malaria.

Desirable:

  • Familiarity with information managing and M&E systems for leading global health organizations such as Global Fund WHO, UNAIDS, UNICEF or PEPFAR’s and an ability to reduce complex data and information into easy to read and understand informatics, data analytics, graphics and visuals, etc.

COMPETENCIES:

Languages:  Excellent written and spoken English and preferably a good working knowledge of French. Knowledge of other languages would be an asset. Technical Competencies:  ·         Excellent analytical and evaluation skills. ·         Comfortable and capable public speaker. ·         Skilled at writing and editing technical documents. ·         High proficiency in Word, PowerPoint and Excel. ·         Good networking and interpersonal skills  ·         Good meeting facilitation and report writing skills
